San Antonio places strict limits on building in areas deemed historic. Expansion to the north of town is limited because of the Edwards Aquifer, which provides the city with nearly all its water.

Austin has been embroiled in a dispute over changes to its zoning laws for years, leaving builders and developers unsure of what to expect. The city also sits on the eastern edge of the Edwards Plateau, which restricts construction and development west of town because of the rugged terrain.

Houston has no zoning laws, but rather a complicated mix of building codes and deed restrictions. Much like the Metroplex, the city has grown to the point that the urban area rivals the smallest U.S. states in size. Houston and its surrounding communities cannot expand any further south, however, because of the Gulf of Mexico. The Metroplex has no such barriers.

Zoning laws are fairly straightforward in the Metroplex. The main challenge is that there are so many different sets of laws. The Metroplex consists of eleven counties. Fifteen cities have a population of at least 100,000 people. Another fifty-five cities have populations between 10,000 and 99,999 people.
